Programme overview

The course is aimed at managers, supervisors, and transport planners involved with transport operations in the private and public sector.

The course will provide an overview of the road haulage operator licensing system and highlights employers’ and drivers’ responsibilities. It also details the many other areas of legislation that directly affect the operator licence obligations, such as drivers’ hour’s rules and the safety of loads on vehicles.

The general aim of the course is to update your knowledge of road transport law. More specifically, it is to cover the legal framework surrounding the operator licensing system and demonstrate the importance of road safety legislation. This includes highlighting the powers of the enforcement agencies such as The Minister, RSA, HAS, and the penalties for non-compliance both for the operator and the driver.

  • Understand the fundamentals of the Road Haulage Operator Licensing system and the Commercial roadworthiness Act
  • Appreciate the powers of the enforcement authorities and the Minister of Transport.
  • Distinguish the main features of driver’s hours laws.
  • Express the difference between driver licence categories.
  • Appreciate the general principles of safe loading of vehicles.
  • Help ensure compliance with transport legislation and general road safety compliance.
  • Feel more confident discussing road transport legislation with routers and drivers.
